英国公投，选择脱欧，震惊世界。两周后的7月7日，英国的一个调查委员会发布的报告，却似乎波澜不惊，基本没有引起世人的注意。
这是个由英国政府任命，耗时七年，花了一千万英镑国税的报告。以奇尔科特爵士为首的五人小组，从2009年开始，翻阅大量机密文件，听取包括前首相布莱尔在内的多名政府高官的证言，调查英国2003年卷入伊拉克战争的原因。内容囊括英军备战、参战、撤军的全过程。报告最终判定英国当年参战并非唯一正确选择，时任首相布莱尔有利用虚假信息误导国会议员和公众的嫌疑。
谁都知道，当年英国积极参与美国的反恐战争，虽然国会有激烈争论，但最终以多数赞成英国参战。
事情都过去了，可英国人还没完没了。他们要验证政府的行为，要吸取其中的经验教训。他们可没那么多顾忌，假的就要揭露，错的就要检讨。不管这揭露和检讨也许会让政治家们蒙羞，让亲密盟国尴尬，甚至让英国自己名誉扫地。英国人的这种时时反思，勇于纠错，不讲情面的做派，不得不让人敬佩。
反观英国公投脱欧，多数世人都认为，英国人太傻，搞不清欧盟是个五亿人市场，欧盟成员之间的低关税，低壁垒，让以贸易立国的英国受惠无穷。也有人认为，公投这样的终极民主，很荒唐，是祸害，把英国引入歧途。治国还是要靠精英。
可是也许我们的结论下的太早了，当我们看到这份报告的时候。
正如卡梅伦首相这他的辞职演说中说的：
Britain is a special country.
We have so many great advantages. A parliamentary democracy where we resolve great issues about our future through peaceful debate.
A great trading nation, with our science and arts, our engineering and our creativity respected the world over.
And while we are not perfect, I do believe we can be a model of a multi-racial, multi-faith democracy, where people can come and make a contribution and rise to the very highest that their talent allows.
